I'm having the same issue ass many others. Have looked at other posts on the topic and tried most of the solutions, but can't seem to fix it. Sounds like permissions. Is your IIS all configured and authentication working to the WSUSContent folder? I assume your ports are also open and active? When you run the wsus pull does the test connection work? Did it work before or is this a clean install? Also for testing make sure to turn off the firewall and AV and see if any content is written to the WSUSContent folder, is there a wsuscontent log file?
Have you tried getting updates from the internet just to test the clients? Aside I've always thought having Windows 10 devices get updates from online was preferred to Windows 10 updates downloading 0. That doesn't sound like any place i've ever worked before expect like residential or uber small business. Anonymous Authentication is enabled on iis.

Hey missed all the last replies sorry. Yep, have had that happen a few times. I think the wsuscontent folder had been moved at windows 10 updates downloading 0 point and when you look at it under virtual directory the folder wasn't the right one or it was but it was getting a permission denied. I'd add the folder back in and making sure to add all the permissions to the folder, in IIS and make sure to update the registry and iis with the new location, windows 10 updates downloading 0.
